Luis was born in Peru and grew up in Ecuador, Colombia and El Salvador. After spending over 35 years in the Infrastructure Construction business as a Civil Engineer/MBA, volunteering for EIA was an opportunity to use his education and business experience to help rural communities in developing countries.
