Engineer, Senior Humanitarian Assistance Advisor, USAID Bureau for Humanitarian Assistance

Frances earned a BS in Mechanical Engineering from Marquette University, a Master's in Engineering from the University of Colorado-Boulder, and a Master of Science in Civil Engineering from the University of Colorado-Boulder. She is currently the Sr. Humanitarian Assistance Advisor for Shelter and Settlements with USAID.
